But as per the rule of Pollution control board where there should not be any houses around 100m of the factory vicinity, a good location is near impossible to get in Pathanamthitta. Finally after an exhaustive search, i have found an ideal location.There are no homes around more than 100m of that place and it’s an excellent location as it is connected to various places of importance to waste management which would make the business as straightforward as possible. But the only problem is that place is situated amongst a rubber plantation. I am aware that as per the Kerala land reforms Act(KLR Act), factories are not allowed to be operational in plantations. But due to limited land availability even before considering the control board’s rule, i am unable to find a better place. The estimated cost for the factory is 2.5 crores and will provide jobs for almost 30 people.I humbly request if there is any likelihood for the factory to be conducted on that location. The application ID is 6182 and the date of application was 18/11/2021. But, the application is still not able to present before the District level committee. The reason is that the concerned officer in the DIC, Pathanamthitta is not able to view the given land value in his office login account. But it's clearly stated in our individual application and the hard copies submitted at the office is found to be correct after the inspection and verification process. The only thing is due to some technical error in the ESS application website while viewing through the officer login. The concerned officer has submitted a written request to the DIC head office at Thiruvananthapuram indicating these matters. But till now, we are not able to get a proper reply from them. Hence, I request you to take a quick prompt response so as to solve this issue or kindle give instructions to the concerned district level DIC to proceed with our application and grant our subsidy amount considering the physical application and documents that we had submitted. The officer login is not able to see the final eligible amount for the subsidy as it shown as 'UNDEFINED'. The issue is only in case of land value under lease. We submitted the ESS application during December 2021. Till now it's not able to present the same in the District level committee. We request you to grant permission to the concerned DIC to treat this as a special case and allow them to approve our subsidy manually or please take a quick prompt response to fix the technical error. I have applied for a loan in SBI a month back but the loan is still not sanctioned and they are delaying the process without any reason. With the immense support from the Government of Kerala, I have started a furniture manufacturing unit named YiZi-Le Furniture in 2022 June at Kadampuzha, situated in the Edayur Grama Panchayath in Malappuram District of Kerala State. As we know, due to various proactive measures and initiatives taken by the Kerala government to stimulate the State’s business environment with integrated development strategy encompassing policy reforms and business re-engineering processes, Kerala has improved its ranking in the ease of Doing Business (EoDB) index by jumping to 15th rank in 2022 from the 28th position in 2019. I believe this will definitely attract more enterprises and investments to Kerala state. Along with the construction of the factory premises, Yizi-Le Furniture got the opportunity to become product suppliers of many international and national furniture brands like IKEA, Nilkamal, Wakefit, Duroflex, Repose etc. In order to meet the demands of all the existing and potential clients, we are in need of more manufacturing spaces with the latest manufacturing technologies. My plant is situated at Edayur Panchayat which is a category II village under KPBR where occupancy for G2 Industrial building has a maximum permissible coverage area of 35% only. At the same time I could understand from KPBR that for a category I village, occupancy for G2 Industrial building has FSI of 60%. As Kerala is a densely populated state, the availability of sufficient land for industrial purposes is very difficult also. It would be a great relief for all the industries in the category II villages to get an occupancy of 60% as in the category I village. Currently all our products are manufactured from Kerala and 95% of them are distributed to Tamil Nadu, Karnataka, Andhra Pradesh, Telangana and Maharashtra states. With the full-fledged capacity, we can provide jobs for more than 300 people in this manufacturing plant itself. In order to achieve the dream, we are in a necessary situation of space expansion. Ltd, KINFRA Industries Park, Kunnamthanam, Pathanamthitta had submitted an application (No.6182) for investment support under ESS in relation to the expansion works that were carried out during the period from 04/01/2021 to 17/11/2021. The total fixed capital investment claimed for investment support was Rs 3698680.00 [Rupees Thirty-Six Lakh Ninety-Eight Thousand Six Hundred Eighty Only] and the total eligible assistance was Rs 924670.00 [Rupees Nine Lakh Twenty-Four Thousand Six Hundred Seventy Only]. The fixed capital investments included the purchase of industrial land under lease from KINFRA and some types of machinery. Unfortunately, according to the proceedings of the General Manager, DIC Pathanamthitta (No.DICPTA/207/2022) dated 19/09/2022 on the district level committee meeting of ESS has sanctioned only Rs 455885/- [Four Lakh Fifty-Five Thousand Eight Hundred Eighty-Five Only] which is the 25% of the investment of Rs 1823540.00 [Rupees Eighteen Lakh Twenty-Three Thousand Five Hundred Forty Only] on the purchase of machinery only. The committee hasn’t considered our claim for financial support on the purchase of land of 20.03 cents (Survey Nos. 208/PART) in KINFRA Industries Park. We haven’t received any written correspondence or explanation regarding the decision from the DIC. Through verbal communication from the General Manager, DIC Pathanamthitta, informed us that the decision was from the Directorate itself due to the fact that we had started the commercial production in the said land in 2014 itself, and hence the purchase of land could not be considered in the expansion project. We would like to inform you that due to several issues related to our business, we couldn’t able to remit the entire lease premium during the initial periods and we paid the balance due amount in the lease premium on 20/09/2021 (Ref. KIN/IX/KSIP-KUNTH(38)/2021, dated 29/10/2021) and has executed the lease deed (Ref. KIN/IX/KSIP-KNTH (38)/2021-22/Lease Deed) with KINFRA. We had already filed the ESS application for investment support on land immediately after the commencement of commercial production. At that time, DIC considered only a value of Rs 80000.00 [Rupees Eighty Thousand Only] for the land (Ref. C/1315/15, dated 11/11/2015) because of the absence of a lease deed. Now we have executed the lease deed by remitting the total lease premium including the interest on delayed payment.
