It is over 2 yrs since I applied for 25cents of land allotment in mavelikkara mini industrial estate on behalf of kerala pravasi association, to start a
bottled drinking water project. Necessary project report is also submitted. It is being regularly followed over phone to mini industrial estate unit of Allappuzha district industry centre.
Please look into the long delay delay.

Dear minister
I am Chacko Thomas, an MBA graduate, upon graduating i wanted to coinduct a business for the sake our society and environment, so i plan to establish a waste management business.
But as per the rule of Pollution control board where there should not be any houses around 100m of the factory vicinity, a good location is near impossible to get in Pathanamthitta.
Finally after an exhaustive search, i have found an ideal location.There are no homes around more than 100m of that place and it’s an excellent location as it is connected to various places of importance to waste management which would make the business as straightforward as possible. But the only problem is that place is situated amongst a rubber plantation.
I am aware that as per the Kerala land reforms Act(KLR Act), factories are not allowed to be operational in plantations. But due to limited land availability even before considering the control board’s rule, i am unable to find a better place.
The estimated cost for the factory is 2.5 crores and will provide jobs for almost 30 people.I humbly request if there is any likelihood for the factory to be conducted on that location.

അപേക്ഷയുടെ മേൽനടപടികളെല്ലാം വില്ലേജ് ഓഫീസിൽ നിന്ന് പൂർത്തീകരിച്ചപ്പോഴാണ് സ്ഥലം ഡാറ്റാ ബാങ്കിൽപെട്ടതാണ് എന്നും അതിനാൽ തിരിച്ചയക്കുകയാണെന്നും പറഞ്ഞത്.വർഷങ്ങളായി തെങ്ങും മാവുമൊക്കെ വളർന്നു നിൽക്കുന്ന സ്ഥലമാണ്,കൂടാതെ നാലുഭാഗവും വീടും റോഡും ഉള്ള സ്ഥലം, അതിനാൽ ഡാറ്റബാങ്കിൽപ്പെടില്ല എന്നതിനാൽ ആണ് form 6ൽ അപേക്ഷ കൊടുത്തത്.

I am Shameer Babu K, Managing Partner of YiZi-Le Furniture. With the immense support from the Government of Kerala, I have started a furniture manufacturing unit named YiZi-Le Furniture in 2022 June at Kadampuzha, situated in the Edayur Grama Panchayath in Malappuram District of Kerala State.
As we know, due to various proactive measures and initiatives taken by the Kerala government to stimulate the State’s business environment with integrated development strategy encompassing policy reforms and business re-engineering processes, Kerala has improved its ranking in the ease of Doing Business (EoDB) index by jumping to 15th rank in 2022 from the 28th position in 2019. I believe this will definitely attract more enterprises and investments to Kerala state.
Along with the construction of the factory premises, Yizi-Le Furniture got the opportunity to become product suppliers of many international and national furniture brands like IKEA, Nilkamal, Wakefit, Duroflex, Repose etc. In order to meet the demands of all the existing and potential clients, we are in need of more manufacturing spaces with the latest manufacturing technologies. My plant is situated at Edayur Panchayat which is a category II village under KPBR where occupancy for G2 Industrial building has a maximum permissible coverage area of 35% only. At the same time I could understand from KPBR that for a category I village, occupancy for G2 Industrial building has FSI of 60%. As Kerala is a densely populated state, the availability of sufficient land for industrial purposes is very difficult also. It would be a great relief for all the industries in the category II villages to get an occupancy of 60% as in the category I village.
Currently all our products are manufactured from Kerala and 95% of them are distributed to Tamil Nadu, Karnataka, Andhra Pradesh, Telangana and Maharashtra states. With the full-fledged capacity, we can provide jobs for more than 300 people in this manufacturing plant itself. In order to achieve the dream, we are in a necessary situation of space expansion.
Therefore, I kindly request you to grant the Coverage and Floor Space Index (F.S.I) for Yizi-Le Furniture from 35% to 60% as a special case and to take necessary intervention at the earliest for building adequate space for hassle free operation of the manufacturing plant.

മേൽ പറഞ്ഞ സ്ഥാപനത്തിനെതിരെ ഞങ്ങൾ പരിസര മലിനീകരണ ബോർഡിനും, ഹെൽത്ത് ഡിപ്പാർട്മെന്റിനും, പഞ്ചായത്ത് അധികൃതർക്കും പരാതി നൽകിയതിന്റെ അടിസ്ഥാനത്തിൽ പരിസര മലിനീകരണ ബോർഡിൽ നിന്നും മേൽ സ്ഥാപനത്തിന് നൽകിയിരുന്ന സ്ഥാപനാനുമതി റദ്ദു ചെയ്ത ഓർഡർ (PCB/MLM/COMP/NIL/2020 ) 28-04-2023 നു ഞങ്ങൾക്ക് ലഭിച്ചു. കൂടാതെ പഞ്ചായത്തിൽ കൊടുത്ത പരാതിയുടെ അടിസ്ഥാനത്തിൽ അവർ അനേഷണം നടത്തി, സ്ഥാപനം നിയമ വിരുദ്ധ്വമായിട്ടാണ് പ്രവർത്തിക്കുന്നത് എന്ന് ബോധ്യപ്പെട്ടതിന്റെ അടിസ്ഥാനത്തിൽ സ്ഥാപനത്തിന് സ്റ്റോപ്പ് മെമ്മോ നൽകി. എന്നാൽ M/s കിങ്ങിണി വുഡ് ഇൻഡസ്ട്രീസ് എന്ന ഈ സ്ഥാപനം തുടർന്നും നിർബാധം പ്രവൃത്തിച്ചുകൊണ്ടിരിക്കുന്നു. പരിസരവാസികളായ പന്ത്രണ്ടോളം കുടുംബങ്ങൾ ഇതുമൂലം കഷ്ടതകൾ അനുഭവിക്കുന്നു. ആയതിനാൽ ഇതിനു ശാശ്വതമായ ഒരു പരിഹാരം ഉണ്ടാക്കിത്തരുവാൻ അപേക്ഷിക്കുന്നു.

Respected Sir/Madam,
We, M/s Sovereign Pet Preforms Pvt. Ltd., have been operating a PET preform manufacturing unit at Plot No. 7, KINFRA Small Industries Park, Kunnamthanam, since 2014. Our unit has consistently contributed to the industrial development and business ecosystem of Kerala.
As part of our expansion plans, we requested permission to establish a new production unit for PET preforms on the vacant portion of the 0.20029-acre plot allotted to us. This expansion is crucial to meeting export demands and upgrading infrastructure to cater to a more diverse product range.
In our earlier communication to KINFRA, we referred to this vacant portion as "unutilized land." However, it has been misinterpreted to suggest that the entire land was unused. This is factually incorrect, as we have been running our business continuously since 2014 and utilizing the entire premises for manufacturing and related operations. The term "unutilized" in our letter merely referred to the portion of the plot where no construction has been made yet—not to the entire premises or its active use.
Initially, as per KINFRA's letter (Ref. No. KIN/IXKSIP-KNTH (38)/2021-22 dated 03.03.2022), we were required to remit a processing fee of ₹75,552 + 18% GST to regularize the transfer of the vacant portion to a newly formed private limited entity with the same shareholders and promoters. However, due to financial challenges at that time, we were unable to complete the process immediately.
Under the recently introduced Unified Industrial Land/Building (Allotment & Disposal) Regulations for KINFRA & KSIDC - 2024, we were informed that the transfer of the vacant portion would now be treated as a fresh allotment, requiring us to remit the difference in the prevailing lease premium. This interpretation imposes an undue financial burden on us, especially since the new regulations were designed to support entrepreneurship and industrial development in the state.
We humbly submit the following:
Our business has been operational since 2014, utilizing the entire allotted land for production and associated activities. The vacant portion referred to in our earlier letter is part of the same premises and is not "unutilized land" in the context of KINFRA's interpretation.
The proposed new entity retains the same shareholders and promoters as M/s Sovereign Pet Preforms Pvt. Ltd., ensuring continuity in management and ownership.
The expansion is essential for business growth, infrastructure development, and fulfillment of export orders, aligning with the state government's vision to foster industrialization.
Requiring us to remit the difference in lease premium under the new regulations contradicts the intent of these policies, which aim to support businesses and encourage industrial growth.
We earnestly request the Ministry of Industries to intervene and direct KINFRA to reconsider our request by applying 1% of the lease premium as per the provisions for mergers or reconstitution of entities under the revised regulations.
This consideration will allow us to proceed with our expansion plans, create employment opportunities, and contribute significantly to Kerala's industrial growth.
We kindly seek your support in resolving this matter favorably and addressing the misinterpretation regarding the use of our allotted land.
